Florida franchise dealers must renew your VF & MVRIS licenses before December 31, 2020. For questions regarding VF license, contact your FHSMV regional Bureau of Dealer Services Office. For questions regarding MVRIS licenses, contact the Florida Office of Financial Regulation.
VF License renewal notices have been sent to all VF dealers.
Your current license will expire on December 31, 2020. The renewal of your license is for the licensure period January 1, 2021 through December 31, 2021.
To ensure that your license stays active, your renewal application, all required documents and fees, must be submitted to FHSMV by December 31, 2020.
The following documents must be submitted to renew your VF license for the primary location:
- Completed license renewal application form HSMV 86720.
- $75 renewal fee. If the completed application, all required documents and fees are not received by December 31, 2020, a $100 delinquent fee is due for a total renewal fee of $175. Checks must be made payable to DHSMV.
- $150 biennial license renewal fee if you are opting for a biennial (two years) renewal. Checks must be made payable to DHSMV.
- An original surety bond; original irrevocable letter of credit; or an original continuation certification in the amount of $25,000.
- A copy of proof of garage liability insurance which must include, at a minimum, $25,000 combined single limit liability coverage including bodily injury and property damage protection and $10,000 person injury protection. Certificate of garage liability insurance is required and must be signed by the garage liability insurance agent.
- A copy of the certification from the Department of State, Division of Corporations showing current active registration of the business name and any fictitious name(s), if applicable.
The following items must be submitted to renew your VF license for any supplemental locations:
- Completed license renewal application form HSMV 86720.
- $50 renewal fee. Checks must be made payable to DHSMV.
- $100 biennial license renewal fee if you are opting for a biennial (two years) renewal. Checks must be made payable to DHSMV.
- A copy of the surety bond or original irrevocable letter of credit, or an original continuation certification in the amount of $25,000 that was submitted with the primary location renewal application.
- A copy of the proof of garage liability insurance which was submitted with the primary location renewal application. This certificate must include, at a minimum, $25,000 combined single limit liability coverage including bodily injury and property damage protection and $10,000 person injury protection. A copy of the certificate of garage liability insurance is required and must be signed by the garage liability insurance agent.
Please submit your renewal application, supporting documentation and fees to the local Regional Office responsible for your dealership. Delinquent renewal applications will only be accepted through February 14, 2021. Thereafter, you will have to apply for a new dealer license with an original application form and required fees. If you allow your license to expire, you must cease operations on January 1, 2021, and will be unable to engage in the motor vehicle sales transactions until the renewal process is completed.
If you have no intention of renewing you dealer license, please surrender you license for cancellation to the applicable regional office responsible for your dealership.
Any update to your corporation name, address or officers should be submitted using application form HSMV 86056, “Application for a license as a Motor Vehicle, Mobile Home, or Recreational Vehicle Dealer.” Please submit this form to your local regional office with your renewal application. For future reference, any change in corporate information should be submitted to your local regional office at the time the change occurs.

MVRIS licenses allows dealers to finance sales and service products. Dealers who hold a valid MVRIS license for an entity no longer need a separate RIS license as FADA successfully removed this dual requirement in the 2012 Florida Session.
- MVRIS Licenses are regulated by the Florida Office of Financial Regulation
- MVRIS Licenses must be renewed in “even” calendar years by December 31, via the REAL System
- RIS licenses are now exempt for those hodling a valid MVRIS license for an entity
- One MVRIS license (either primary or branch) per legal entity per county is required
- One primary MVRIS license is good for all stores in a single county where multiple dealerships reside, if they all operate under a single tax ID number/legal entity names
- If there are stores outside of the county, who also operate under the same FEIN/Legal entity as Primary MVRIS license, then those stores must be registered as “branch” locations
- If you have established licenses with the Secretary of State, under different names and FEINs, each entity must then have a separate MVRIS license
